You Make The Call: Illegal Pitch Rule

March 3, 2016 - Michigan leads Missouri 8-0. Coach Earleywine makes a pitching change bringing in Tori Finucane for Paige Lowary. Finucane takes her five warmup pitches and settles in for the first pitch. She throws the first pitch in the dirt and the third base umpire stretches his left arm out calling an illegal pitch. The call resulted in one run added to Michigan's board and one ball on Kelly Christner. 

You make the call. Do you make the illegal pitch call on the first pitch? Or do you issue a warning? Does the punishment fit the crime?

10.4 Step/Stride

10.4.4.1 The pivot foot is in contact with the pitcher’s plate when the
pitcher turns, twists or bends her pivot foot;

10.4.4.3 The pivot foot must remain in contact with the ground; however,
rocking onto either the toe or heel is allowed.

10.4.5 Leaping is not allowed. The pitcher may not become airborne on
the initial drive from the pitcher’s plate. The pivot foot must slide/drag
on the ground.

10.4.6 Crow hopping is not allowed. The pitcher may not replant, gain a
second starting point and push off her pivot foot. Once having lost contact
with the pitcher’s plate, the pivot foot may trail on the ground but may not
bear weight again until the pitch is released.
